On the precipice of the two worlds rests an endless expanse. This expanse, nearly empty, is ruled over by a being known as Nebula Unit 003. The other inhabitants are the beings that he has taken in and made more like him. Normally, this realm is cut off from all others. But recently, a gateway has opened. Stretching into an empty street in the city of darkness, the Rift opens its maw. And as it does, the Unit begins his plans.

An opportunity for the Phantom to gain support. (At least I'm assuming from the tone of the post that NebulaUnit has intentions of extending his control.)

Yes and no. He wants to end suffering. And he realizes that that means mass brainwashing.

Here's where the first suggestion comes. Our current plot is focused on the opposing forces of the Whitty Phantom (who is seeking the Power of the Six in order to take control of our world) and Kinasha/Sapphire who seek to unite the different factions together against the Phantom.
I would say keep the desire to end suffering as a personality trait of your character. (I.E. he feels the need to act when he see's someone suffering and a need to attack when he see's someone causing suffering.) That gives him motivation to join one side or the other (The Phantom would be manipulative and promise to end suffering and/or Kinasha would be truthful by saying the Phantom is going to cause lots of suffering and she wants to prevent it.) Just depends on who approaches your character first.
Also if I'm correct in my thinking this would be the first time your character has come out of the Eternal Rift into the Spirit Realm. Which would mean a whole new learning experience for him. There is alot more character development to be had as someone is learning a new environment, because they learn new concepts, new ideas (that might conflict with old ideas and notions and thus cause internal conflict) and new ways of living and doing things. You might have it so your character is very unchanging at first and keeps talking about the way he does things, and can't understand why people would differ from him. And then eventually begins to realize why.

Well, he once was in the Spirit Realm, long ago. As in, centuries. But then he was mortally wounded in a fight where he attempted to seal away a powerful evil (possibly Grapha) and a mysterious entity took him to the Eternal Rift where he was "revived" as the Nebula Unit 003.

Ahh. So the internal conflict stems from the return to the Spirit world triggering memories of his past and bringing his old self (his original mind) back to control, which is in conflict with the "entity" that possesses him.
This could work as the entity would seek to accomplish it's goal (which whatever it is, involves aligning itself with one side or the other to gain support and wait for an opening to betray or go off once it has enough influence.) And the Dimension Master would seek to gain control of himself again....(and then begin working on whatever goal he might have.)

Yep! And he isn't the only one that the entity controls. Note the "003".

For the current RP let's focus on just the one. The other two might come into play in sub-sequent plots.

Two? Ahaha... But yeah, the only one that might show up during this plot is Nebula Unit 127.
Other than, obviously, Nebula Unit 003.
